The Clear Administrative Services Credential is an essential requirement for new administrators in California to solidify their leadership skills and advance their careers in educational administration. This credential is the second step in the two-tiered process for school administrators, following the Preliminary Administrative Services Credential. It is designed to ensure that administrators are well-equipped to lead schools effectively and address the dynamic needs of their educational communities.


Candidates in a Clear Administrative Services Credential program benefit from personalized coaching, professional growth opportunities, and hands-on, job-embedded learning experiences. Our Program

The Orange County Department of Education (OCDE) is proud to offer the Clear Administrative Services Credential (CASC) Program, an approved California credential, job-embedded, program designed for full-time school administrators who possess the Preliminary Administrative Services Credential and are now in need to clear their credential. During this two-year, coach-based program, candidates will enhance the leadership skills acquired during their Preliminary Administrative Services Credential program so they will be able to:

  • Maintain the organization's focus on a shared vision that promotes equitable teaching and learning opportunities for all students
  • Support all members of the school community in sustaining a culture of excellence and responsibility
  • Align management strategies with the organization's goals that define teaching and learning
  • Elicit and embed family and community interests into the decision-making process
  • Demonstrate personal and professional ethics that put the interests of all stakeholders ahead of personal interests
  • Understand and implement current educational policies, serving as an advocate for all students
  • Demonstrate competence as defined in the eight Institute for Leadership's candidate competencies
